What is this?

Being sold as belly dance costume, but really I do not see any belly dance costume in this picture. What I see is glob of fabric with sequins and a few strings with beads (and they are falling apart) with a shoulderpad escaping from the right shoulder

This manequin looks like she is saying: "oh my God, not again...!" Too many things have gone wrong with this costume, I don't even know where to start to descibe it. I think it speaks for itself.
