Not belly dance at all, a very contemporary boot. They're known as "hooper fluffies" (at least on YouTube, for example see http://www.youtube.com/watch?v=DmtGGsYwKys&feature=related) but also popular in industrial/ cyber-gothic and other subcultures (see http://www.youtube.com/watch?v=gC909kHPdBY&feature=related adn http://www.youtube.com/watch?v=ZTf9i8y5muo&feature=related). Actually I think some of these dance costumes might be derived from ATS!
